Fundación Eléutera is a free public policy thinktank, that began operations in 2013, with the purpose of defending and promoting freedom in Honduras, both socially and economically. Eléutera seeks to reverse the tendency of weak institutions, towards institutions that respond to the needs of its residents, but primarily that allow individual growth and creativity, to strengthen the social fabric through the trust between individuals, which allows for the successful entrepreneurship.
During the contingency due to the pandemic caused by COVID-19, Honduras shows progress in the digitization of processes in its public administration while registering threats to civil liberties due to the restriction of mobility. This is how it is evaluated in the Libertometer, a platform that will support the observation of public policies that have been developed by the Alliance for Central America and promoted by the Friedrich Naumann Foundation for Freedom.
